In Spanish you can find different ways to talk in past. One of this is the pretérito perfecto or as known in English like Present perfect. Pay attention to this article and you will find some good examples how to use it. Here you will see some extracts:
"El Gaula de la Policía en Bolívar resalta que los delitos cibernéticos en su jurisdicción se han incrementado en un 30% entre enero y los días que han corrido del mes de abril frente al mismo período de tiempo en el 2019."
"Son 35 denuncias las que ha recibido el Gaula en este 2020, sin embargo, se estima que la cifra de víctimas puede ser mayor porque hay quienes se abstienen de denunciar para no “provocar un escándalo”, y hay quienes han compartido información íntima y prefieren pagar." If you notice , they are discribing a kind of crime that started around January but by the time the news was posted this crime is still happening and they are analysing its current consecuences. In English you would say: " cybernatic crimes have increased in a 30% since the Coronavirus started". Remember than in Spanish the English word for HAVE , has two meaning: TENER and HABER. To form in Spanish the present perfect you need its second meaning HABER:
